With removing the rear fender I put a small bracket to reattach the chain guard. With a small bracket attached to the rear fender bolt location, I was able to relocate the Licence plate. Originally had it hanging from the floating seat but was hitting on larger bumps. Now it is more visible and seems to be OK. I also put licence plate light bolts to illuminate at night to make it legal, sorry for the guys with larger plates I don't think it would fit!

Kilyung,
You are correct, the tire does partially block the plate depending on the height of the car and distance. The closer or higher the car sits it is visible. The NRC kit is great, was thinking of doing the same but when I had the fender off I liked how it looks. I will see how dirty the bike gets without a fender and may put it back.
