chain adjuster

In the Triumph Bobber owners handbook it mentions a "chain tension adjuster", a bracket on the rear suspension frame which carries a plastic slipper which runs beneath the top chain run and can be adjusted up or down. It also says that the tool behind the left hand side panel can be used to adjust this tensioner. It does not, however, give anyinformation on what the adjustment should be. As delivered new from the dealer the slipper is about 3/4 inch below the chain and doesn't do anything. Does anyone have any info on how this thing should be set up?
